If you live in Marin Clean Energy’s service area (Marin County, Napa County, Richmond, San Pablo, El Cerrito, and Benicia), your property can qualify for multifamily and commercial energy rebates and financing from MCE’s energy efficiency program.
PG&E Multifamily Energy Efficiency Upgrade Program

Pacific Gas & Electric’s (PG&E) Multifamily Upgrade Program promotes and facilitates energy efficient retrofits of existing multifamily housing through design assistance, cash incentives and program coordination. If your property is in this category, you may get incentives for conducting an energy and combustion safety assessment. The program also assists with several energy upgrades.
There are a number of excellent benefits of participating in PG&E’s rebate program, including:
Offset the upfront cost of efficiency investments, including assessment and installation, when upgrading several units at once.
Take advantage of a whole building-systems approach to energy savings by installing multiple energy efficiency upgrades at once.
Improve tenant health, comfort and safety by providing a more efficient home.
Install multiple efficiency upgrades.
Improve property value and return on investment.
Marin Clean Energy’s Multifamily Energy Efficiency Program can help you identify energy and water saving opportunities at your property – both common area and in tenant units. Upon receipt of a $100-$500 good faith deposit (which will be returned at project completion), MCE will provide:
- ASHRAE I/II site assessments (through the Association for Energy Affordability)
- Customized report with energy and water efficiency upgrades
- Cash rebates and financing options to implement upgrades (rebate check cut within 2 weeks of project sign-off)
- Assistance soliciting contractor bids (we will also work with your preferred contractor)
- Installation quality assurance to enable you to see the full savings potential of your new equipment
- Training for maintenance staff on use and maintenance of the new equipment, ensuring continued savings over the equipment lifetime
How Hassler Can Help
All PG&E incentive projects work with a partner rater and contractor. As a partner rater, Hassler will perform a comprehensive whole building assessment, help you develop a scope of work, and oversee the installation of energy efficiency upgrades. We can help you determine whether your property meets minimum eligibility requirements, and complete and submit a project interest form.
*Please note, this program is administered by PG&E under the auspices of the California Public Utility Commission, with funding from California utility customers. Hassler does not administer or fund this program and has no authority to determine recipients or disburse funds.
Complimentary Direct Install Service
When you complete at least one common area or tenant unit upgrade, you can receive installation of free energy (LED bulbs) and hot water (faucet aerators and showerheads) saving equipment. If 50% or more of your units participate in the direct install program your overall per unit incentive will also increase (tenants will also see savings on their utility bills.)
Commercial Energy Efficiency Program
Through Marin Clean Energy’s Small Commercial energy efficiency program, you can receive rebates ranging between 40-100% of project costs plus no-cost:
- Energy assessments (valued at $300 – $400)
- Pre-negotiated contractor discounts
- Start-to-finish project management
- Post-project quality assurance
- Low-cost loans
